1.  The Moray Council - Moray Homecoming Scheme

The project aims to set up a Grant Scheme to allow eligible community groups wishing to participate in the 2009 Homecoming celebrations, to access funding in support of putting on Homecoming events/activities. Ultimately the aim is to improve the visitor experience, increase visitor spend and increase rural communities involvement and understanding in their local heritage.

2.  Forres in Bloom - Entente Florale Europe

In 2008, Forres in Bloom won gold in the Britain in Bloom contest.  Due to this success they were invited, as one of the only two UK representatives, to take part in Entente Florale Europe, the largest competition of this type in Europe.  This was a unique opportunity to allow Forres (and Moray) to be marketed as a world class tourism destination.  LEADER funding allowed the applicant to meet the extra costs associated with this entry.  In September 2009 Forres in Bloom were awarded a Gold Medal from the EFE judges, one of only 6 entrants to receive such an accolade.

3.  Moray Firth Partnership - Moray Firth Gansey Project

This is a trans-regional project incorporating communities in Highland, Moray and Rural Aberdeenshire that will use the unique and local aspects of Gansey knitting and associated fishing heritage/traditions as a means to engage new audiences in a variety of appealing and non academic ways.  It will involve a range of different communities, organisations and individuals and will provide direct and indirect economic benefits, as well as helping to explore and conserve important aspects of social and cultural heritage.

4.  Moray Council on Addiction - Development Officer
MCA works with individuals who are experiencing problems as a result of substance abuse throughout Moray.  MCA explore and develop new and innovative strategies for service delivery through consultation with individuals and communities in the addiction and counselling field.  This is a 3 year project that hopes to ensure that all developments are researched, flexible enough to meet client needs and sustainable through accessing appropriate funding streams.  It also hopes to develop a working relationship with private industry to increase organisational knowledge and ways of working with substance misuse issues.

5.  The Moray Council - Towns Partnership

The project is a partnership of the four secondary towns of Moray and as such will be based in Buckie, Forres, Lossiemouth and Keith.  The project hopes to develop the economies of the four towns by improving marketing and infrastructure to attract more visitors, to foster a network of the four towns that can exchange ideas and solutions, to provide strategic support and guidance and to promote, deliver and advise on future initiatives.

6.  NGR Foundation - Developing Opportunities Through Sport

This 3 year project aims to recruit and train children to report on sports at schools throughout Moray.  The NGR Foundation will provide a Central Schools Football League website and produce pages and links which can be integrated into each individual school's website.  The project will also develop and supply the relevant course materials both for journalism and for enterprise classes.  The project manager will work closely with the students to create an understanding of a social enterprise model and any profits made will be reinvested in equipment which will assist the development of the project.

7.  Moray Spirit of Brass -  Workshops with Moray Schools

Moray Spirit of Brass is a festival giving musicians from Moray a platform from which to show their community and visitors from abroad what they have to offer.  The whole ethos of the Moray Spirit of Brass Festival is to bring together artists involved in brass music.  The LEADER assistance was approved to enable schools to deliver workshops that provided an opportunity for young people to work and perform with professional musicians and groups.

8.  Moray Art Centre - Growth and Development
Moray Art Centre is a non-profit centre for the arts running a programme of exhibitions, classes and art residencies.  This project aims to offer the Moray public more effective access and service through streamlining systems and developing a branding and marketing strategy.  LEADER funding will also allow the applicant to upgrade gallery space to international status.  The project will also help the applicant to deliver a programme of professional development and marketing strategies for artists and professional training in media arts for young people.  The applicant will also undertake feasibility studies looking at an additional training facility building and the creation of a potential new social enterprise specialising in art handling and transport.

9.  Knockando Woolmill Co Ltd  - Business Start Up
The community-owned company will operate the A-listed Knockando Woolmill.  The Project is a business start up in rural Speyside eventually employing 9 FTE.  It is hoped that LEADER funding will allow the company to be a financially sustainable, innovative community enterprise providing education, training and employment in rural Moray.  Operations include textile manufacture on the historic machinery and a visitor centre.  Company profits from the operation will be returned to the Trust and in turn reinvested in continuing the development of education and training.

10.  The Loft Youth Project - Refurbishment and Upgrade
The Loft Youth Project was set up to address the needs of young people in Keith.  The Loft runs an informal drop-in where young people are largely responsible for the development and running of the provision.  Loft Trading was set up in 2005 to provide commercial, work based learning environments for the young people and to provide SVQ Accredited training.  This project aims to provide better training and learning opportunities for young people and to significantly improve the built environment in which this learning takes place.  Furthermore it will provide two improved and better used community facilities.

11.  MVSO - Social Enterprise Development in Moray
The Moray Social Enterprise Network was launched in 2007.  MSEN's mission is to support and develop social enterprises in Moray and to raise awareness of the added value that social enterprises bring.  This project seeks to set up a scheme using an integrated approach that will build on the assistance that the Social Enterprises in Moray have benefited from over the past few years.  This will ensure that the Social Enterprises will have access to high quality advice and information to help them develop into strong sustainable organisations competing more favourably in the commercial market.

12.  Wild Things!  - Sustainable Social Enterprise on the Wild Front

Wild Things!  work with vulnerable client groups in Moray to deliver activities which use contact with the natural world to overcome educational, social or economic disadvantages.  The overall aim of this project is to encourage the sustainable use of local natural resources to equip clients with the skills and qualifications to become more enterprising and employable individuals who value their local environment.  LEADER funding will allow Wild Things! to develop the organisational capacity to deliver two new programmes; Level 2 NCFE Training in bush craft and sustainable environmental enterprise training focusing on non-timber forestry products and wild harvesting.

13.  The Milton Drive Community Project - Cathcart Grove Feasibility Study

MDCP was developed from a resident's survey which was carried out in late 2006 in the Milton Drive area of Buckie which is statistically one of the most deprived areas of Moray.  The MDCP committee is made up of local people who feel strongly about improving services and opportunities for local residents.  The Committee opened a drop in centre in November 2008.   The demand for access to the facility has grown rapidly and the building is no longer fit for purpose.  The project aim is to produce a comprehensive feasibility study into the suitability of an identified local property in meeting the needs of the community as a local facility.

14.  Speyside High School  - Rural Skills
LEADER funding will help SHS to deliver SQA Intermediate 1 level Rural Skills training to 14-16 year olds engaging them in a broad range of environmental and conservation tasks.  The training will be undertaken by employees of the Crown Estate, The Glenlivet Estate, The Forestry Commission and staff at SHS.  The project will assist protecting the habitats of capercailie and squirrels.  The project also hopes to develop the rural and employment skills of young people so that they are able to contribute to the present and future pool of labour in the area.  This project could be replicated in other areas of Moray.

15.  The Moray Way Association - Establishing the Moray Way
The county of Moray is bounded by three major walking routes.  The Speyside Way, as a National Long Distance path is presently maintained statutorily by Moray Council, who have also promoted the Moray Coast Trail.  The Dava Way has been pioneered, opened and run by a charity company consisting entirely of volunteers.  This project aims to bring relevant parts of the above paths into the framework of a continuous circular route of just less than 100 miles which will become increasingly attractive for outdoor pursuits from casual leisure on the one hand, to outdoor rugged activities on the other.  LEADER funding will help to create a definitive map, guide book and website with appropriate press publicity and also clarification and rationalisation of existing signage, with provision of new signage and map boards where appropriate.

16.  Archiestown Village Council  - 250th Commemoration

Archiestown, one of the planned villages of the 18th Century enlightenment period, was founded in 1760 by Sir Archibald Grant with the intention to grow flax and produce linen.  Motivated by the unique 250th commemoration opportunity, it is hoped this project will provide an educational legacy for the children through active participation in, and recreation of, the village's historical development, and for residents and visitors through imaginative historical displays and information boards.  LEADER funding will assist a programme of events throughout the year which include:
A commemoration 'opening' event
Tutored original interpretation of local and national history through painting and storytelling.
The creation of a new village logo
New and safe fencing to be installed around the playing field

17.  The Moray Council - Moray Energy Efficiency Festival

The Moray Council organised a one day event which was a practical and informative seminar on energy efficiency, led by expert presenters who provided advice to the general public on how changes can be made on heating the home or where they get their energy.  The aim of this event was to increase awareness of energy efficiency, renewable technologies, energy audits, potential sources of funding and the use of alternative fuels.  There was also the opportunity for audience to seek further advice and services from professionals who were there on the day.

19.  Moray Federation of Community Halls and Associations - Portable Appliance Testing

This project will carry out Portable Appliance Testing within the 49 halls in Moray to ensure that all the equipment located in these halls is safe to use, and will not cause harm to anyone or create any small electrical fires within these buildings.  Each year additional members will be encouraged to undertake the qualification so that the quantity of PAT testers will never diminish and the service can continue for the years to come.

19.  Scottish Wildlife Trust - Building Community Links at Spey Bay

This project will employ a ranger to build on and strengthen community awareness and the involvement of individuals and local bodies in the environmental management of the reserve and surrounding area.  The overall aim of this is to foster appropriate and sustained future involvement in this important local resource.

The Spey Bay Ranger will implement the following activities:

Coordinate a programme of volunteer training and activity to carry out practical conservation work on the reserve
Enhance the visitor experience on the reserve by running an environmental education programme.  This will include environmental education visits and activities for children, summer events, guided walks and talks.
Forge links with local stakeholders (eg Crown Estates, neighbouring landowners, East Grampian Coastal Partnership, the local police, local communities, Moray Council, Spey Fishery Board, boat operators, Aberdeen University, local golf, rambling clubs and angling clubs) to encourage involvement in the Spey Bay management group and ensure that all usage and access needs and priorities are taken into account in management decisions.

20. The Moray Council - Football Development in Moray

LEADER funding will support the creation of a full time football development co-ordinator in Moray.  This post will improve and develop links between children, youth and adult footballing groups to ensure player pathway in both genders, and will increase the standard of football in the area.  There will also be the development of a streamlined football participation structure across Moray.  This project will increase football participation opportunities and support in areas where there is an identified need which include the socially deprived areas in Moray.  It will also deliver education opportunities to unemployed people in the area as well as parents, volunteers and students which may lead to future employment.

22.  Grampian Partnership Against Wildlife Crime - Wildlife Crime Education Officer

LEADER will help fund the creation of a Wildlife Crime Education Officer post based in Grampian.  Wildlife Crime can appear in many guises and there are identified national wildlife crime priorities which help to focus crime reduction on certain high volume (for example hare coursing) or high impact (for example theft of fresh water pearl mussels).  Grampian area, in particular Aberdeenshire and Moray, do reflect the full range of national wildlife crime priorities.  There are a range of enforcement and intelligence options targeted towards enforcement, this project compliments these options by raising awareness of what constitutes legal, and illegal activity and, seeks to reinforce the value of biodiversity to our rural economy.  This post will develop and implement an educational programme to raise awareness of wildlife crime with particular reference tot he Curriculum for Excellence.  It will also develop and implement a programme of awareness raising in the wider public, communities and in particular land managers in all sectors such as fishing, forestry and farming.

23.  Moray Cricket Association - Community Cricket Development
LEADER funding will help towards the creation of a Community Cricket Development Coach for Moray.  At present the Clubs do not have available qualified coaches to deliver school/community sessions due to work commitments.  It is the intention of the MCA to employ a part-time Community Cricket Coach to deliver fun, fundamental sessions focussing on basic cricket activities and those skills associated with physical literacy, on behalf of the Clubs to local schools.  The Coach would also organise local festivals in conjunction with cricket clubs to provide a finale to the coaching programme and a chance for the young people to 'compete' against other schools either through games or skills challenges.  To ensure the sustainability of the project, an element of this project will include coach and volunteer development.  Coaches will be recruited from the clubs to attend Level 1 coaching qualifications so that they are able to provide activity within their own club and also provide the school/community sessions in the long term.  Current coaches will also be encouraged to obtain higher qualifications to improve the quality of coaching.  Other volunteers will be recruited to increase the number of qualified umpires and scorers, vital roles, to sustain the future of cricket in Moray.  Teachers would also undergo in service training in delivering the National Introductory programme so that they can deliver activity and hit targets within the Curriculum for Excellence.  To support this, the coach would produce easy, fun lesson plans for the teachers to implement once they have attended the training.  The new Community Coach would also act as a mentor to the newly qualified coaches to develop their skills and ensure that their delivery is safe, effective and child friendly.

This project aims to produce an all-embracing website covering both community and business requirements.  It will provide a one stop shop of information on community facilities and activities, promote local events, be a cost effective and practical means for smaller businesses to promote their services to the local community and visitors, promote a favourable impression of Cullen to attract visitors, promote local tourism businesses, create a sense of community spirit and ensure Cullen has a presence on the world wide web.

25.  Lossiemouth Heritage Association - James Square Upgrade

This project will add display and information boards to create a commemorative feature for James Square which will provide details of the sea fishing history of the town, the association with the local RAF base, key historic dates and people who have a national or international level of recognition in their chosen field.  In addition a carpet bed will be planted which will be designed by a local group or school each year and the raised beds will be planted with a mix of permanent and seasonal plants.  The aim will be to add features to encourage more use for the square as an attraction for the community and visitors to the town.

26.  The Moray Textile Project - Diversification Project

Keith has a long history of textiles with many once employed in the industry and the Moray Textile Project incorporating the Keith Kilt School (MTP) is working hard to inspire the communities' interest in this part of their heritage.  MTP would now like to diversify to enable them to involve an even wider number and range of the community in working with textiles and offer them the opportunity to learn new skills and techniques incorporating the old alongside the newer and modern skills.  MTP are currently completing a Threads of History Project part funded by the Heritage Lottery Fund, Moray Council and HIE and it is as a result of this project and the interest shown that they would now like to purchase with the help of LEADER funding; a long arm quilter, an embroidery machine, a felting machine, starter materials, marketing and promotional materials and to employ sessional tutors to teach the use of the new equipment.  This will help MTP to facilitate new job creation through professional skills/marketing training, to inspire and motivate people of all ages and experiences to equip them with the skills and resources to navigate their own route on a professional path and to improve access for adults to an encouraging, inspirational and practical forum in order to re-hone, and understand and meet the demands of this new technological world with more confidence.

27.  Whale and Dolphin Society - Education Room

The WDCS Education Room will be an indoor facility for visiting schools and groups, and will be a base for wildlife centre events such as beach cleans.  The indoor facility will enable the Education Officer and volunteers at the centre to extend the stay of these groups with interactive talks, shore watch training, workshops and activities, using the interactive white board, slide sows, books, educational resources and interactive interpretation panels.  Talks and materials will deliver messages in line with the WDCS Education Programme, focussing on raising awareness about native species with particular attention to the Bottlenose dolphins of the Moray Firth and the key threats which they face including litter and pollution.

LEADER funding will help to engage the services of a professional to produce a feasibility study into the sustainability of Portgordon village hall in meeting the needs of the community.  The feasibility study will include a comprehensive report with plans on how a multi-functional facility can be achieved, consultation with user groups and the local community (particularly young people), costings for work that needs to be done, the potential timescale of work and a 3D model of the hall showing proposed alterations.  This project will be seen as a pilot as the outcomes may be transferable to other community facilities within Moray.

29.  Moray Heritage Connections - Family History Service

This project is the first stage in developing a more cohesive and professional Family History service in Moray.  A Family History working group has been formed consisting of representatives from Moray Heritage Connections, the Registrars Service, and Family History Societies in Moray.  The aims of this project are:
To commission a feasibility study for the development of an integrated service for people interested in researching their family roots in Moray.
To identify resources and services that can be developed by all heritage groups that will support ancestral tourism.
To identify activities for schools and communities that increase participation in heritage.
To identify training needs and opportunities to increase the capacity of heritage and other organisations.
To work with accommodation providers and other tourist businesses to increase knowledge of heritage opportunities and create a more cohesive service.

30.  Speyside Paths Network Group - Mortlach Story Walks

This project involves the children at Mortlach Primary School who will research and deliver arts-based interpretation for the Dufftown Paths Network as Phase 1 of a two part project.  The second phase will involve SPNG in the development of the paths infrastructure to link with other networks in the north east.  Project activities in this first phase include:  
Primary School children researching the history and environment of Dufftown.
Countryside specialists visiting the school to teach the children about their local environment.
A writer, visual artists and a designer will work with the children to design and develop public art works, story walk leaflets, poster/map leaflet, designs for waymarkers and information boards and a series of small interpretative sculptures.

Each of these projects will involve the children working to a brief, as well as having regular project meetings.  Older children will also be responsible for managing their project budget.

Highlands and Islands Enterprise will support a local development officer who will help to enable the Cabrach community to produce a community growth plan, whose aim will be to address issues within the community, whether these are about housing, land use, employment, depopulation etc, and to source funding to implement this plan.  The community will also be supported to identify opportunities for revenue generation that will enable the community group to become a sustainable social enterprise whose profits can be used for the good of the wider community beyond the initial support period.  The Cabrach will be left with a legacy of projects undertaken as part of their growth plan.

32.  Whale and Dolphin Conservation Society - Developing Innovative Tourism

This project will allow the WDCS Wildlife Centre to model cutting-edge yet environmentally sound tourism so that rural communities east of Spey Bay will profit from the Centre's success.  As a result of providing a visitor experience which will be unique to Moray and not found elsewhere in the UK, Moray's eastern communities will be best placed to engage with the emerging wildlife tourist industry.  New educational exhibitions will extend innovative ways of engaging visitors with a range of technologies and engagement.  There will be new ways to access information both in the Centre, the Ice House and the surrounding site.

The 'Dry Dive' will surround visitors with laser light images of underwater threats to marine life, particularly the resident dolphin population, which is affected by noise pollution, inadvertent strikes by boats and unsafe and even dangerous water vehicle management, within the historic Ice House.  Visitors will hear and see a simulated underwater environment all around them so that they can better understand how dolphins and other marine animals are affected by the range of man-made noises and physical threats.

Spey Bay's salmon fishing industry will be documented in a new display with voices of those directly linked to the history along with photographs and personal stories.

Visitors will be able to watch dolphins within the Centre via a webcam, making it possible to watch the dolphins from the Centre, during bad weather and it will be possible to watch recorded sightings.  Outdoor displays will interpret the marine environment and WDCS community outreach work will be carried out through a mobile unit.

The thriving volunteer programme at the Centre will expand to enlist volunteers from communities east of Spey Bay, bringing skills for supporting and sustaining the wildlife tourist attractions in Moray.  A new post will be required to coordinate the increased number of volunteers, 20 or more during peak months.  Volunteers range from those working around the site through Community Service to those delivering education programmes.

Completion of a marketing strategy by a local agency belonging to the Moray Tourism Development Group will underpin a number of planned projects, including regional promotion, web design improvements, printed advertising, road signage, public events and strategic membership which will be phased over time.  The success of these activities will be monitored by routinely collected visitor feedback.

33.  Moray HandyPerson Services - The Connect Project

This is a one year pilot project designed to identify and develop successful and cost effective resources and delivery methods which can address a range of issues related to food poverty in the older demographic in Moray.
Although this project will be covering the whole of Moray, the emphasis will be on the more rural areas. 
Two development areas will be looked at:
1. Production of a stylistically themed series of basic, clearly written and visually attractive pamphlets. Older people will be involved in the design of these resources.
2. Facilitating and giving initial support to the development of local social networks for the older population, focussing on (but not necessarily exclusive to) food issues. This will involve a level of capacity building, both of individuals and of any groups formed, in order that groups can become self-managing and sustainable.

35.  Hopeman Community Association - Hopeman Pavillion

This project will provide the community with a permanent facility for sports clubs and community groups. The proposed new pavilion at Cameron Park will incorporate two sets of changing rooms, referee’s changing facilities, associated showers and toilets, a kitchen, club room and sufficient storage space for the various clubs and community groups that will use the sports ground on a regular basis. The provision of changing facilities and a kitchen will allow the various user groups to invite other clubs to compete in games, festivals and tournaments and generally promote their sport in the local area. The provision of a club room will allow the various user groups a base to identify with and a location to plan training sessions, deal with administrative duties and hold coach and committee meetings. The proposed storage space will allow the clubs to access equipment vital to training sessions and skills development. It will also allow the widening of the number of sports that can be accessed at the Park, particularly by the school. Once the pavilion is open for use, it will be available for hire 7 days a week, 52 weeks a year. A booking system shall be put in place which will allow the maximum access to all clubs and community groups as well as members of the public.

36.  Miltonduff Village Hall Committee - Community Sports Hub 

This project seeks to develop Miltonduff Village Hall into a community sports hub. The wooded areas adjacent to the hall, including Monaughty Wood, and relatively quiet roads make the a hall a good staging post for clubs that use the natural environment for their main activity (as opposed to clubs that require man-made facilities). The aim is to develop the facilities of the hall to enable it to host a number of organisations engaged in activities such as cycling (road and mountain biking clubs), running (cross country, road & orienteering clubs), outdoor adventurous activities and qualifications training (Outfit Moray – a local outdoor activity provider). The development of facilities within the hall will include up-grading the floor, restrooms (including addition of showers), kitchen refurbishment, and a lighting and heating upgrade. There will also be the addition of covered bicycle storage and re-working of existing outdoor storage to accommodate sports equipment. By bringing organisations with broadly shared interests and activities together it is expected they will benefit from each others’ knowledge and experience, particularly in the areas of youth development and recruitment.

38.  Newmill Hall Committee - Extension and Refurbishment

This project will allow the hall to be fully utilised by all sectors of the community. The building works include an extension with toilets, cloakroom and a new kitchen off the main hall. The existing kitchen will be altered to retain a small servery area and incorporate toilets for the use of the users of the upper level of the hall. A lift is to be installed between the main hall and the upper level to gain access to small hall and play group room. A storage area will be created from the space vacated by the gent’s toilet and a tuck shop/snack bar will be created from the space vacated by the ladies toilet. There will be a serving hatch created through to the main hall and new doors and a security system will be fitted throughout.

39.  Lossiemouth Town Hall - Heating System

This project will install a wood fuelled boiler with an accumulator tank linked to a wet radiator system of fan blown radiators in the main hall and retaining existing standard radiators in the lobby/kitchen/youth cafe system. The fan blown radiators would use the stored energy and effectively heat the hall space. The pellet system will enable substantial amounts of heat to be pumped in to the main hall ahead of and during of and during the use of the hall. In addition such a system could be used to sell energy to replace the expensive system presently used in the library.

41.  Transition Towns Forres - Education Centre

TTF wish to convert the pavilion on the land into a multi-purpose community base as a launchpad for delivering pioneering transition activities. Not only will the building be used for all of TTFs innovative activities, it will also enable them to better engage with the community. The interior space will become flexible enough to enable TTF to hold a range of educational classes and workshops. It will contain a kitchen, a mobile demonstration kitchen for 'plot to plate' cookery demonstrations, and flexible open area for use as a food serving area and meeting/workshop space. There will also be limited space for local food and craft sales. Once converted, the pavilion will provide meeting/exhibition space not only for TTF, but also organisations whose activities are related, such as the Transition Network, Community Food and Health Scotland, Moray Social Enterprise Network, Forres in Bloom, Forres Scouts, Forres Health and Well Being Group, and Forres Make and Mend group.
